CITY OF REPUBLIC OCT. 1, 2007 REULAR MEETING
Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, Dave Michel, DiAnne Hewitt, and Alex Wirt.
Guests Present were: Jim Schumacher, Larry Beardslee, Bill Coats, Ron O’Halloran, Ryan Pratt, Lee Chavez, Cleve Ives, Bruce McAuley, Roberts family, Kate Meginley Kienast, Ellen Picken, Larry Heming, Joe Gohl, Brenda Starkey, Clara Coffman, Harvey Coffman, Clifford Cahoon, Judy Jeffery, Cliff Couse, Mike Blankenship, Cynthia Larson, Frank Jerierski, Jerry Kirkham, Arika Kurtz, Coley Helms, Teri Kenney, Seth Krohn, Sid Wyatt, Linda Thiele, and Barry Evens.
Employees Present were: Nick Merritt & Casey Giddings.
Mayor Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance
Council reviewed the September 17, 2007 minutes. Dave Michel moved to approve the September 17, 2007 minutes with corrections. Alex Wirt seconded; motion carried.
Mayor Couse thanked Austin Roberts for the work he had done to the merry go round in Patterson Park and presented him with a Certificate of Appreciation. Dave Michel updated Council on the monies donated approximately $5,000.00 and the playground equipment that has been purchased and will hopefully be put into place in the next couple of weeks, weather permitting.
Mayor Couse asked for a motion on Ordinance #2007-11, repealing Ordinance #119 fixing the wording on street vacation. (Housekeeping issue only) Alex Wirt moved to approve Ordinance #2007-11. Dave Michel seconded; motion carried. Chris Stevens asked Council to set 2 public hearings for the Ferry County Assessor on Property Tax Assessment. Linda Hall moved to set 2 public hearings 1st) November 5, 2007 & 2nd) November 19, 2007 at 6:45 p.m. for the Property Tax Assessment. Jim Burnside seconded; motion carried.
Bid opening for winter sand at 6:55 p.m. two (2) bids were received into City Hall. After questions to the Public Works Director, Casey Giddings, regarding the differences between screened and winter sand Alex Wirt moved to award the only complying bid to Alpine Concrete & Excavation for 800 yards of winter sand totaling $7,316.80. Dave Michel seconded; DiAnne Hewitt voted no; motion carried. Linda Hall updated Council that she had received a $2,500.00 grant from CTED to begin the process of Development Regulation for the City of Republic, and asked for a motion for Mayor Couse to sign the contract. Dave Michel moved that Mayor Couse sign the contract for the above stated grant. Jim Burnside seconded; motion carried.
Mayor Couse updated Council on a meeting she and Linda Hall attended in Waterville in regards to the Burn Ban issue. Mayor Couse and Linda Hall will be attending the next meeting on this issue in Deer Park on Tuesday October 2, 2007. Alex Wirt updated Council on the Historical/Promotional video project that will take place the week of October 7, 2007.
Public Works director, Casey Giddings updated Council on a water leak that occurred in front of the Linda Thiele residence
Mayor Couse opened the Public Meeting at 7:00 p.m. to discuss the Draft ORV Ordinance. Jim Schumacher introduced himself and narrated a power point slideshow, showing how designated streets, roads, trails etc. can help the economy. Chief Merritt stated that the ordinance will only set out the rules and regulations of how the designated streets, roads, trails etc. will operate. Mayor Couse opened the floor for discussion on the “DRAFT” ORV Ordinance. There were citizens, business owners & commissioners, eleven in all, that spoke regarding the Draft Ordinance. Mayor Couse closed the meeting at 8:20 p.m.
Public Works director, Casey Giddings updated Council on a water leak that occurred in front of the Linda Thiele residence The leak was taken care of Casey didn’t think there was any damage, Linda Thiele stated she was really happy the building inspector (Tony Hall) went to her home and went under the house to check for any damage, Linda accompanied him no damage was found, she stated everything was ok, that she had just panicked. Casey Giddings reported to the Council that there would be a new water line put in. Casey Giddings updated Council on the pump controls, the problem being wires shorted out, Casey Giddings talked with the phone company and there is an open line that can be used to solve the problem, the cost is approximately $24.00 monthly to the phone company.
Chief of Police Nick Merritt discussed with Council about the storage problem at City Hall. Discussion followed regarding having the documents in the vault scanned and put onto CD and the original documents sent to the state archives where they will be protected. Chief Merritt discussed that the Historical Society is using one of the bays at the City Shop and could maybe find somewhere else to store their items so there would be more storage for the City. DiAnne Hewitt moved to have a surplus closed bid sale on the police vehicles. Alex seconded; Bids will be in no later than November 30, 2007 at 3:00 p.m. Bids to be opened December 3, 2007at 6:45 p.m.; motion carried. DiAnne Hewitt moved to sale all remaining surplus items. Alex Wirt seconded; motion carried
Council reviewed a stop work order on building permit #2007-21; Marsha Stevens.
Council reviewed letters sent from and received into City Hall. Alex Wirt moved to pay payroll checks #102713-102727 in the amount of $25,793.19. Jim Burnside seconded; motion carried. Linda Hall abstained.
Jim Burnside moved to pay claims checks #19137-19162 in the amount of $20,585.37.DiAnne Hewitt seconded; motion carried. Alex Wirt moved to approve payment of grant project checks #727, in the amount of $6,250.00. Dave Michel seconded; Linda Hall abstained, motion carried.
Alex Wirt moved to adjourn the meeting. Linda Hall seconded; motion carried.
