CITY OF REPUBLIC NOV. 19, 2007 REULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, DiAnne Hewitt, Dave Michel and Alex Wirt.

Guests Present were: L. Chavez, Lilith Yanagimachi, Bruce McAuley, Brenda Starkey, Seth Krohn, Stan Christie, Jake Miller, Bryan Bremner, Ellen Picken, Frank Jezierski, Bob Whittaker, Kate Meginley, Jerry Kirkham, Larry Heming and Cleve Ives.

Employees Present were: Chief Nick Merritt.

Mayor Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the November 5, 2007 minutes. Mayor Couse turned the meeting over to Mayor Pro Tempore Alex Wirt for the approval of the minutes. DiAnne Hewitt moved to approve the November 5, 2007 minutes with spelling correction. Dave Michel seconded; motion carried. Mayor Pro Tempore Wirt turned the meeting back to Mayor Couse.

Mayor Couse discussed a financial support request for the 2008 budget from Justin Smith for the Wings Over Republic and the 2008 Aviation Conference in Puyallup. DiAnne Hewitt moved to approve $1,000.00 for the 2008 Wings Over Republic. Jim Burnside seconded; motion carried. DiAnne Hewitt moved to approved $500.00 for the 2008 Aviation Conference. Council discussed a financial support request for the 2008 budget from Republic Chamber of Commerce. Discussion followed. Alex Wirt moved to table this issue to the next regular meeting, as there was confusion as to what amount they were asking for. Dave Michel seconded; motion carried. Council asked for better clarification from Republic Chamber of Commerce on their financial support request.

Mayor Couse opened the Public Hearing for the property tax & EMS levies at 6:45 p.m. No public comment. Linda Hall moved to adopt Resolution #2007-11; property tax levy. Alex Wirt seconded motion carried. Linda Hall moved to adopted Resolution #2007-12; EMS levy. DiAnne Hewitt seconded; Alex Wirt abstained, motion carried. Mayor Couse closed the public hearing at 6:50 p.m.

Mayor Couse discussed the ORV draft ordinance issue with the citizens present and told them that she had received only two (2) letters of interest that are against the ORV ordinance, and stated that she would like at least two (2) letters that are for the ORV ordinance, and one (1) from a person who is neither for nor against it, the Mayor has asked DiAnne Hewitt and Jim Burnside to be on the committee representing the Council, Mayor Couse will facilitate the meetings. Bruce McAuley discussed with Council and Mayor Couse his feelings and concerns of the proposed ORV committee. Discussion followed. Linda Hall suggested that a time frame be set for the letters of interest to be submitted to the City. Alex Wirt moved that all letters of interest be turned into City Hall by December 14, 2007. Jim Burnside seconded; motion carried.

Mayor Couse discussed with Council a letter of interest from Fred W. Bremner to be appointed to a position on the Republic PDA Board. DiAnne Hewitt moved to approve Mayor Couse appointing Fred W. Bremner to the RPDA Board. Dave Michel seconded; motion carried.

Linda Hall discussed having a consolidation public hearing with the City of Republic and the Ferry County Commissioners on the Pine Grove Water issue. The public hearing will be on December 10, 2007 at 8:00 a.m. in the Commissioners office; Linda asked that there be a quorum present.

Lilith Yanagimachi from Alliance Consulting Group and discussed the Republic GMA Development Regulations Update. Different areas of development were discussed, some changes were made. Discussion followed.

Linda Hall presented a purchase order request for index tabs. DiAnne Hewitt moved to approve the purchase of the index tabs. Alex Wirt seconded; motion carried. Linda Hall presented a purchase order for grass seed for Hesse Park. DiAnne Hewitt moved to approve the purchase of seed. Dave Michel seconded; motion carried.

Mayor Couse discussed a meeting she had with Mike Lopez from the Department of Health and Brad Miller County Commissioner regarding the EMS District.

Chris Stevens asked Council for permission to use a portion of the remaining dollars for Christmas Decorations to purchase Christmas lights for City Hall. Chris Stevens asked Council to set two (2) Public Hearings for the 2008 Budget. DiAnne Hewitt moved to set the 2008 Budget public hearings for December 3, 2007 and December 17, 2007 at 6:45 p.m. Linda Hall seconded; motion carried.

Linda Hall asked that there be a spending moratorium through the end of the year. Mayor Couse asked that possibly Council can revisit the spending policy for the new year. DiAnne Hewitt moved that the Council place a spending moratorium to the end of this year, 2007. Dave Michel seconded; motion carried.

Council reviewed Building Permits #2007-28 & #2007-29. Alex Wirt motion to approve payroll checks #102751-102758 in the amount of $4,060.00. Dave Michel seconded; motion carried. Linda Hall abstained Dave Michel motioned to pay claims checks #19233-19250 in the amount of $25,227.72. Check #19230-19232 for Consumer Deposit refunds/claims. (See warrant register) DiAnne Hewitt seconded; motion carried.

DiAnne Hewitt moved to adjourn the meeting. Linda Hall seconded; motion carried.
