CITY OF REPUBLIC MAY 21, 2007 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: DiAnne Hewitt, Jim Burnside, Linda Hall, Dave Michel and Alex Wirt.

Guests Present were: Sharon Shumate, Donna Brisbane, Bruce McAuley, Dave Buswell, Diana Garber, Brenda Starkey, Leta Clough and Steve Braley.

Employees Present were: Casey Giddings and Chief Merritt.

Mayor Couse called the meeting to order at 6:30 p.m. with the pledge of allegiance

Council reviewed the May 2, 2007 Regular Meeting minutes and the May 14, 2007 Special Meeting Minutes. DiAnne Hewitt moved to approve the May 2, 2007 minutes. Dave Michel seconded; motion carried. Dave Michel moved to approve the May 14, 2007 Special Meeting minutes. Jim Burnside seconded; motion carried.

Dave Buswell discussed with Council about a new business sign for Tamarack Pizza. Discussion followed. DiAnne Hewitt moved to approve the construction of the sign. Linda Hall seconded; motion carried.

Donna Brisbane discussed with Council about a perpetual yard sale that is in business in the City limits and that she has purchased a home near by and would like to see the area cleaned up. There was discussion about this issue. Mayor Couse told Ms. Brisbane that the City Council will work on this issue.

George Bonney explained to Council about what the service is that he provided for the City on the internet. George Bonney is the web server and host for the City’s web page. The updates to the web page were being taken care of by the school, which now has stopped that project. Discussion followed.

Mayor Couse opened the Public Hearing for the Transportation Element for the City’s Comprehensive Plan at 6:45 p.m. Bruce McAuley asked about prisoners that are brought into Ferry County and who is responsible for taking the prisoners back to Idaho. Council member Wirt explained that it was not our responsibility and has nothing to do with the comp plan. Mr. McAuley discussed the new pathway that will be constructed. Council member Hall explained how and where the pathway would be. No further discussion. Alex Wirt moved to closed the Public Hearing. Dave Michel seconded; motion carried. Mayor Couse closed the Public Hearing at 7:00 p.m.

George Bonney continued explaining to Council about hosting the City’s web page and that it is paid until September 2007.

Brenda Starkey discussed with Council about doing the updates on the City’s web page that is now hosted by Mr. Bonney. Linda Hall moved to have George Bonney continue to host the City’s web page and to have Brenda Starkey do the updating to the web page for the next three months at $30.00 per month. Jim Burnside seconded; motion carried. Brenda Starkey stated that the funds received would go back into the computer center. Brenda Starkey discussed with Council about advertising the City of Republic on the Computer Center’s web page. The cost is $200.00 per year. Jim Burnside moved to approve the $200.00 expenditure for advertisement on the computer center web page for one year. Dave Michel seconded; motion carried.

Steve Braley apologized to Mayor Couse, the City Council and Public Works Director, Casey Giddings for carving his name in the new cement that had been poured for the restrooms in Patterson Park. Mayor Couse informed Steve Braley of the destruction and vandalism that has been happening to the restrooms in the park and the cost involved for the repairs and remodeling.

Jim Burnside moved to approve Mayor Couse signing the Agreement with the Republic School district for the Senior Trip. DiAnne Hewitt seconded; motion carried.

Mayor Couse called for a motion for Resolution #2007-05, providing liability insurance for the senior trip. Linda Hall moved to approve Resolution #2007-05. Dave Michel seconded; motion carried.

Grant Administrator, Linda Hall has completed the draft portion of the Comprehensive plan and would like a public hearing set for the final elements of the plan on June 4, 2007 at 6:45 p.m. DiAnne Hewitt moved to set a public hearing for the final elements of the plan on June 4, 2007 at 6:45 p.m. Jim Burnside seconded; motion carried. Mayor Couse wanted the following to appear in the minutes of this meeting. Clerk/Treasurer Chris Stevens had telephoned the City Council prior the regular meeting to asked for approval to put the notice of the public hearing scheduled now for June 4, 2007, in the local newspaper because the deadline for the newspaper has changed and the public notice needs to run for two (2) weeks prior to the hearing. Linda Hall asked for Council permission to attend the TIB funding workshop on June 12, 2004, Mayor Couse also asked Council for permission to attend the same workshop. DiAnne Hewitt moved to approve Linda Hall & Mayor Couse to attend the TIB funding workshop. Dave Michel seconded; motion carried.

Public Works Director, Casey Giddings discussed a policy change in the medical benefits so dependants can be added at the employee’s expense. DiAnne Hewitt moved to approve the change. Linda Hall seconded; motion carried. Casey updated Council on the restrooms in Patterson Park, still waiting for the new fixtures. Alex Wirt asked Casey about putting a light fixture on the Gazebo to shine on the flag pole so the flag can be flown 24 hours.

Chief Merritt updated Council on the motorcycle that was donated to the City, it is being painted by Dan Gay who donated the job to the City, and the City will pay for the paint, and then will be put in the shop to be gone through and repair anything that might be wrong.

Clerk/Treasurer discussed with Council about painting one of the windows at City Hall for Prospector Days. Discussion followed Linda Hall moved to approve the window painting up to $100.00. Jim Burnside seconded; motion carried.

Mayor Couse read to Council a letter of interest from Kate Meginley-Kienast to be appointed to the PDA Board. Linda Hall moved to appoint Ms. Kienast to the PDA Board. DiAnne Hewitt seconded; motion carried.

Alex Wirt discussed with Council about being in the video that the Prospector Days committee was filming. Alex Wirt discussed with Council about creating an historical video/CD with Dick Slagle using the walking tour he has done in the past. Alex Wirt will check into the cost of having it done.

Council reviewed letters sent from and received into City Hall.

Council reviewed building permit #2007-07 and for an extension of #2006-03. DiAnne Hewitt moved to approve the extension of permit #2006-03, with the fees. Dave Michel seconded; motion carried.

DiAnne Hewitt moved to pay claims checks #18914-18933 in the amount of $24,079.06. Jim Burnside seconded; motion carried.

DiAnne Hewitt moved to pay payroll checks #102613-102620 in the amount of $3,860.00. Alex Wirt seconded; motion carried. Linda Hall abstained.

Alex Wirt moved to adjourn the meeting. Dave Michel seconded; motion carried.
