CITY OF REPUBLIC DEC. 3, 2007 REULAR MEETING
Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, DiAnne Hewitt, Dave Michel and Alex Wirt.
Guests Present were: Valerie Hester, Larry Heming, Jon Chrysler, Brenda Starkey, Jerri Anderson and Unknown person.
Employees Present were: Chief Nick Merritt.
Mayor Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Council reviewed the November 19, 2007 minutes. Dave Michel moved to approve the November 19, 2007 minutes. DiAnne Hewitt seconded; motion carried.
Mayor Couse discussed the monopoly game that the Cub Scout Pack #61 is putting together and selling the spots on the board to local merchants and individuals. Linda Hall moved to purchase the Water Works spot and a Chance card in the amount of $375.00 Jim Burnside seconded; motion carried.
Council reviewed Republic Chamber of Commerce’s financial reimbursement request for the 2008 year. DiAnne Hewitt moved to approve up to $5000.00 for Prospector Days. Jim Burnside seconded; motion carried. DiAnne Hewitt moved to approve up to $3000.00 for the fire works display for the 4th of July. Dave Michel seconded; motion carried. DiAnne Hewitt moved to approve up to $1000.00 for Royalty. Linda Hall seconded; motion carried. DiAnne Hewitt moved to approve up to $1000.00 for Winterfest. Dave Michel seconded; motion carried. Council reviewed Republic Regional Visitor’s Convention Bureau’s financial reimbursement request for 2008. Valarie Hester updated Council on the motorcycle rally that will be on the third weekend of June. This is new this year. Discussion followed. Alex Wirt moved to approve up to $5,418.00 for the RRVCB for 2008. DiAnne Hewitt seconded; motion carried.
Mayor Couse announced that there were no bids received for the surplus vehicles. Chief Merritt told Council he would like to wait till next year to put the vehicles out for bid again.
Mayor Couse opened the Public Hearing for the 2008 Budget at 6:45 p.m. Discussion followed regarding the sewer charge increase for motels. There were no public comments received. The City Clerks will review this issue. Mayor Couse closed the Public Hearing at 7:00 p.m.
Mayor Couse called for a motion to approve Resolution #2007-13, authorizing an election for the EMS District. DiAnne Hewitt moved to approve Resolution #2007-13. Dave Michel seconded; Alex Wirt abstained, motion carried.
Mayor Couse appointed Larry Heming to the ORV committee as the middle person, neither for nor against. This is a position considered to be unbiased.
Grant Administrator, Linda Hall asked Council to approve Mayor Couse signing the Agreement between the City and the Alliance Consulting Group. DiAnne Hewitt moved to approve Mayor Couse signing the agreement. Alex Wirt seconded; motion carried. Linda Hall updated Council that the City has received $94,000.00 for street overlays for 5 streets.
Chief Merritt discussed the purchase of winter tires for Officer Robert’s patrol car at a cost of $568.00 plus tax. Discussion followed in regards to the invoice for the tires and that it will not be due for payment until January 2008 payables. Dave Michel moved to purchase the tires. Jim Burnside seconded; motion carried. Linda Hall abstained. Chief Merritt discussed Scott Detro’s concerns about the Interlocal Agreement between the City and Ferry County. Discussion followed. There will be a letter written to the Commissioners. Chief Merritt discussed having the windows at City Hall painted for the Holiday Season. DiAnne Hewitt moved to approve up to $70.00 for two windows to be painted. Jim Burnside seconded; motion carried. Chief Merritt discussed with Council having Casey Giddings putting barricades along the end of the old playground on 8th Street and no parking signs will be placed in the first two parking spots in the spring, the school buses are having problems turning at the corner due to vehicles parking in that area.
Mayor Couse updated Council on the renewal dues for 2008 with Tri County Economic Development and asked for approval of $2,500.00 for the dues. Dave Michel moved to approve the $2,500.00 for the above stated dues. Alex Wirt seconded; motion carried.
Alex Wirt updated Council on the History Video of the City of Republic. They are in the writing phase of the video and will keep us updated. Alex Wirt will be contacting City Attorney Scott DeTro in regards to the Financial Support Agreement and Policy.
DiAnne Hewitt discussed with Council about purchasing memorial plaques or possibly planters along the sidewalks. Discussion followed.
DiAnne Hewitt motion to approve payroll checks #102759-102773 in the amount of $27,204.50. Alex Wirt seconded; motion carried. Linda Hall abstained Alex Wirt motioned to pay claims checks #19253-19271 in the amount of $9,735.65. Check #19251-19252 for Consumer Deposit refunds/claims. (See warrant register) Dave Michel seconded; motion carried.
Alex Wirt moved to recess the meeting to 12/10/2007 at 8:00 a.m. where the meeting will resume at the Ferry County Commissioners Office. DiAnne Hewitt seconded; motion carried.
