CITY OF REPUBLIC /AUG. 20, 2007 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, Dave Michel and Alex Wirt.

Guests Present were: Christine Bonney, George Bonney and Brenda Starkey.

Employees Present were: Chief of Police Nick Merritt.

Mayor Couse called the meeting to order at 6:30 p.m. with the pledge of allegiance.

Council reviewed the August 6, 2007 minutes. Dave Michel moved to approve the August 6, 2007 minutes. Alex Wirt seconded; motion carried.

George Bonney discussed with Council about continuing with the website hosting for the City of Republic for another year, the cost being $17.25 per month to be paid in one annual payment of $207.00. Dave Michel moved to approve the website hosting for another year. Linda Hall seconded; motion carried.

Brenda Starkey discussed with Council about continuing the updating and reconstruction of the City of Republic’s website. Brenda displayed the new version to Mayor Couse and Council. The cost is $360.00 per year for the month to month update and $200.00 for the new setup & design (one time fee). Linda Hall moved to approve Brenda Starkey’s proposal for the above stated. Dave Michel seconded; motion carried.

Council reviewed Ordinance #2007-10, Park Regulations. Alex Wirt moved to approve Ordinance #2007-10. Linda Hall seconded; motion carried.

Grant Administrator, Linda Hall asked Council for a motion to approve Mayor Couse signing the Consulting Agreement between the City of Republic and Varela & Associates, Inc. for Part 1 Phase 2 of the sidewalk project . Discussion followed, Alex Wirt moved to approve Mayor Couse signing the consulting agreement. Jim Burnside seconded; motion carried. Linda Hall asked Council for a motion to accept the bid from Hap Taylor & Son’s, Inc. in the amount of $63,820.00 for the above stated project. Alex Wirt moved to accept the bid from Hap Taylor & Son’s. Dave Michel seconded; motion carried.

Linda Hall discussed with Council about purchasing new Christmas decorations. Alex Wirt moved to approve the purchase of Christmas decorations up to $10,000.00. Jim Burnside seconded; motion carried.

Mayor Couse read a letter received into City Hall from Ted Gage of CTED, complimenting Linda Hall on all the great work she did on the City’s Comprehensive Plan. Mayor Couse updated Council on the new benches and tables that the City will be picking up in November from Moses Lake Job Corps.

Dave Michel updated Council on the donations he has received from the businesses in Republic & surrounding area for the new playground equipment the City is preparing to purchase. Mayor Couse & Council members thanked Dave for his hard work gathering the donations for the playground equipment. These donations are greatly appreciated. Dave Michel discussed with Council about the ground preparation for the new playground equipment. Discussion followed.

Alex Wirt updated Council on the Budget Workshop held in Leavenworth and has some new ideas that he suggested the City try out, Council will discuss this is more depth.

Jim Burnside updated Council on the signs for the Sports Complex; Jim Burnside told Council that Dave Konz is working on getting the signs finished. Jim Burnside attended the Ferry County Leaders Roundtable on August 8, 2007 with U.S. Senator Patty Murray as the speaker. Jim Burnside discussed putting new tin on the Gibralter Center to help preserve the structure.

Council reviewed letters sent from and received into City Hall. Alex Wirt moved to pay payroll checks #102682-102689 in the amount of $3,860.00. Dave Michel seconded; motion carried. Linda Hall abstained. Dave Michel moved to pay claims checks #19056-19077 in the amount of $17,649.22. Jim Burnside seconded; motion carried.

Linda Hall moved to adjourn the meeting. Alex Wirt seconded; motion carried.
