CITY OF REPUBLIC MAY 5, 2008 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, DiAnne Hewitt and Dave Michel.

Guests Present were: Bruce McAuley, Linda Sue Fox, Mark Kirkpatrick, Milt Chambers, Cliff Couse, Melissa Rose, Bob Whittaker, Dave Betschart, Steve Gorton, Brenda Starkey and Airyn Gray.

Mayor Couse called the meeting to order at 6:30 p.m. with the pledge of allegiance.

Council reviewed the April 21, 2008 minutes. Dave Michel moved to approve the April 21, 2008 minutes. Linda Hall seconded; motion carried.

Milt Chambers updated Council on the CERB Grant that the PDA is working on and asked for Council approval to precede with the grant; discussion followed and was tabled to the next meeting on May 19, 2008.

Steve Gorton, speaking for his neighborhood discussed with Council about the metal cubical and the new cell tower that is going to be constructed on 845 S. Portland Street and stated that neighborhood would like to see an enclosure around the structure. Discussion followed and Council will invite Mr. Walker, owner of the property to the next meeting on May 19, 2008.

Bruce McAuley discussed, again, the dirt bike issue. The same issue as every year the motor bike riders, four wheel riders etc… the loud noise. Mr. McAuley stated that he has been trying to work with Republic School Superintendant Teena McDonald, Alex Wirt and the Republic Police Department to gain some education for the people riding the motor bikes and four wheelers.

Airyn Gray discussed with Council that there had been an incident with her son, his motorbike and Bruce McAuley harassing her son. Ms. Gray stated she wanted the public to know that Mr. McAuley had crossed the line.

Dave Michel stepped down as Council Member and discussed with Council that he as a father of one of the motor bike riders would like to see the harassment stop.

Mayor Couse stated that every spring her husband talks to the young people that ride on the old railroad bed that runs past her home and that they do not have any trouble with the noise as the young people go through slowly. Mayor Couse told Bruce McAuley that she felt he needed to stop doing what he was doing due to consequences that could occur.

Steve Gorton told Bruce McAuley he should stop, back off the motor bike riders and 4 wheel riders.

Bob Whittaker discussed with Council about the proposed “draft” OHV trail and wondered if it was going to connect to the Tiger Trial? Discussion followed.

Council reviewed Resolution #2008-03, the City of Republic becoming co-sponsors with the Republic Booster Club for the Senior Trip in June. DiAnne Hewitt moved to approve Resolution #2008-03. Dave Michel seconded; motion carried.

Clerk/Treasurer asked Council for approval of ink cartridges for the dot matrix printer used for billing and journals. There was discussion regarding how many to purchase as the dot matrix printer will be retired later this year. DiAnne Hewitt moved to approve the purchase of 2 ink cartridges for now 2 more to be purchased if needed. Linda Hall seconded; motion carried.

Public Works Casey Giddings discussed with Council the cell tower that will be constructed on property situated on S. Portland St. Casey Giddings told Council that there was a survey done by Sarah Krausse whose property lies along the upper end of the cell tower property. The survey showed that some trees that were taken down were on City of Republic property. Council told Chris Stevens to write a letter and ask Mr. Walker, owner of the cell tower property to come to the next regular meeting. Casey Giddings discussed the purchase of a used generator that would operate City Hall in case of a power outage or emergency use. Casey Giddings will check into pricing on used generators. Casey Giddings inquired as to anyone knowing about the disappearance of the J.W. Slagle sign from Slagle Park.

Officer Bret Roberts discussed a purchase order to replenish department ammunition needed for on duty and training purposes. Officer Roberts stated that the price quoted may change some due to the rising cost of metal. Jim Burnside moved to approve the purchase of the ammunition. Dave Michel seconded; motion carried.

Mayor Couse updated Council on the TIB workshop that she and Linda Hall attended and also the meeting they had with engineers at Varela & Associates regarding the Pine Grove water project.

DiAnne Hewitt asked Council about the status of the ongoing OHV Ordinance. Chris Stevens stated that Council Member Wirt had redrafted the Ordinance and she was putting the draft together for Council review.

Council reviewed Building Permit #’s 2008-05 through 2008-09.

Council went into executive session for a personnel issue at 8:50 p.m. for approximately 25 minutes. Council came back into session at approximately 9:15 p.m.

DiAnne Hewitt motioned to approve payroll checks #102874-102888 in the amount of $25,775.13. Dave Michel seconded; Linda Hall abstained; motion carried.

Dave Michel motioned to pay claims checks #19531-19554 in the amount of $11,944.56. Claims check #19481 in the amount of $994.22 is voided due to error in invoicing. Check #19555 and #19556 for Consumer Deposit refunds/claims. (See warrant register) Jim Burnside seconded; motion carried.

Dave Michel moved to adjourn the meeting. Linda Hall seconded; motion carried.
