CITY OF REPUBLIC May 4, 2009 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Jim Burnside, Linda Hall and Alex Wirt.

Guests Present were: Loni Simone, Russ Foster, James Wutzke, Antonio Galvan and Brenda Starkey.

Mayor Shirley A. Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the April 20, 2009 minutes. Alex Wirt motioned to approve the April 20, 2009 minutes. Linda Hall seconded; motion carried.

Council reviewed the April 2009 Cash In and Out.

Council reviewed the Criminal Justice Interlocal Agreement with Ferry County. Discussion Followed. Council tabled the agreement so that it could be reviewed thoroughly and sent to the attorney for review.

Linda Hall informed Council that the interviews for the Engineer’s RFQ’s had been completed. Linda thanked Jim and Alex for their work on the interviews. Alex Wirt motioned to accept Varella & Associates for the Engineers on the Pine Grove Project. Jim Burnside seconded, discussion followed; motion carried.

Linda Hall, Grant Administrator updated Council that all of the funding for the Pine Grove Project has been secured, 1 million dollars from WSARP, 1 million dollars from CDBG and 2.4 million dollars from DWSRF for a total of 4.4 million dollars.

Interim Chief of Police Bret Roberts updated the process for the Swine Flu.

Mayor Couse discussed with Council about Linda Hall attending a seminar on May 18 & 19. Alex Wirt motioned for Linda Hall to attend the above mentioned seminar. Jim Burnside seconded, discussion followed; motion carried.

Council reviewed the e-mail from Scott DeTro, City’s attorney in regards to some ordinances that pertain to the property owned by the Jehovah Witnesses. James Wutzke asked for Ordinance #2000-15 to be removed. Discussion followed. Council tabled this issue until May 18.

Linda Hall discussed with Council about having janitorial services at the City Hall and Council Chambers for approximately 2 hours a week. Council asked Linda to get a proposal ready and submit it.

Interim Chief of Police Bret Roberts asked Council to do an executive session on a personnel issue regarding him. Council went into executive session for approximately 5 minutes as per RCW 42.30.110 (1)G) at 7:35 pm.

Council came out of executive session at 7:40 pm.

Mayor Couse turned the meeting over to Mayor Pro Tempore Alex Wirt due to a solid waste issue that needed to be discussed and left the meeting at 7:41 pm.

Council reviewed Resolution #2009-04, Solid Waste Management plan. Jim Burnside motioned to approve Resolution #2009-04. Linda Hall seconded, discussion followed; motion carried.

Council reviewed all letters received into and sent from City Hall.

Council reviewed Building Permit #2009-06.

Jim Burnside motioned to approve payroll checks #20286-20301, in the amount of $29,351.37. Alex Wirt seconded; motion carried. Linda Hall abstained.

Alex Wirt motioned to pay claims checks #20302-20324 in the amount of $10,637.11. Jim Burnside seconded; motion carried.

Linda Hall motioned to adjourn the meeting. Jim Burnside seconded; motion carried.
