CITY OF REPUBLIC JUNE 21, 2008 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Jim Burnside, DiAnne Hewitt, Dave Michel and Alex Wirt.

Guests present were: Bruce McAuley, Judy Jeffery, Clifford Cahoon, Clifford Couse and Brenda Starkey.

Employees present were: Interim Chief of Police Bret Roberts and Public Works Director Casey Giddings.

Mayor Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the July 7, 2008 minutes. DiAnne Hewitt moved to approve the July 7, 2008 minutes. Dave Michel seconded; motion carried.

Clifford Cahoon discussed with Council about documents that pertain to a vacated street near or on property that he is in the process of purchasing. Discussion among Council members and Mr. Cahoon, Jim Burnside stated that he would like the City Attorney, Scott DeTro to pursue this matter and try to clear up the description and title to the property in question. Council Member Alex Wirt discussed with Council and Mr. Cahoon how the title could be cleared.

Mayor Couse called for a motion to approve Resolution #2008-07, City of Republic guaranteeing the CERB loan for the PDA. DiAnne Hewitt moved to approve Resolution #2008-07. Dave Michel seconded; motion carried.

Mayor Couse discussed with Council about approving the $1,000.00 annual fee to the North Central Washington Narcotics Task Force. DiAnne Hewitt moved to approve the $1,000.00 fee. Dave Michel seconded; motion carried.

Public Works Director, Casey Giddings discussed with Council about placing an ad to approve advertising for the winter sand bid, 8 yards of screened sand. Bid packets can be picked up at City Hall. The sealed bids will be received into City Hall no later than 3:00 p.m. on October 17, 2008. The sealed bids will be opened at the next regular Council meeting on October 20, 2008. The screened winter sand will be delivered to the City shop no later than October 27, 2008. Casey Giddings updated Council on the smoke testing that will be going on the last week of July. There has been an ad placed to notify the public, and there will be hand outs that Casey will deliver to the different homes that the testing could affect. Dave Michel asked Casey Giddings about the bathrooms in Patterson Park and asked why bathrooms were locked up. Mayor stated she was in the park having lunch and went over to look at all the new fixtures and renovations that the City has done to the bathrooms the bathrooms where plugged up and a filthy mess. The bathrooms will stay locked due to the lack of respect that is shown, unless there is an event going on and then the bathrooms may be unlocked for that occasion then relocked.

Mayor Couse turned the meeting over to Alex Wirt, Mayor Pro Tempore and left the meeting due to a solid waste-garbage issue at 7:10 p.m.

Mayor Pro Tempore Wirt discussed with Council if they wanted to follow the County’s solid waste proposal or Couse’s Sanitation & Recycle, Inc. proposal. Mayor Pro Tempore Wirt discussed both proposals and explained that if the City decides to not opt in to the County’s plan the City will have to do their own solid waste plan. DiAnne Hewitt moved to approve the County’s solid waste proposal. There was no second; motion died. Discussion followed. Mayor Pro Tempore Wirt called for a motion to adopt Resolution #2008-08 amending Resolution #91-05 dealing with solid waste. Dave Michel moved to approve Resolution #2008-08. Jim Burnside seconded; DiAnne Hewitt opposed, motion carried. Mayor Couse came back into the meeting at 7:40 p.m.

Interim Chief Roberts updated Council on the new member of the Police Department, Patrick Rainer; he will start the academy the first week of August 2008. Interim Chief updated Council that the new Police vehicle has arrived and is in the process of getting the light bars etc… assembled. Interim Chief Roberts discussed the purchase of new lithium batteries for the officer’s flashlights, new Republic Police Department patches and snow tires that need to be changed out for summer tires on the black and white patrol car. Interim Chief Roberts also discussed purchasing rims for 3 tires; he will be checking prices and get back to Council with the prices. Interim Chief Roberts discussed with Council about purchasing a new vest for Officer Marcuson. The cost is approximately $800.00 plus tax & shipping. Dave Michel moved to purchase the vest for Officer Marcuson. DiAnne Hewitt seconded motion carried. The Mayor and Council reviewed a complaint regarding the deer problem in the City of Republic. Interim Chief Roberts discussed the complaint and some possible avenues to explore to see about eliminating at least some of the deer population. Interim Chief Robert asked Council for approval of the purchase of a cell phone for Officer Rainer, also car chargers are needed as well. Dave Michel moved to approve the above stated purchases. Alex Wirt seconded; motion carried. Interim Chief Roberts asked Council for approval to attend in service training with the Spokane County Sheriff’s Office. Which include EVOC, Patrol Procedures and Defensive Tactics. Jim Burnside moved to approve the above stated training. DiAnne Hewitt seconded; motion carried.

Mayor Couse updated Council on the safety pedestrian’s sidewalk/pathway project and that the access permits had been delivered to Java Joy’s, Beaver Trap Junction and the City of Republic.

Alex Wirt updated Council on the new patrol car for the police department, 2008 Chevy Trail Blazer, purchased with grant/loan dollars through USDA. Alex Wirt discussed with Council that he is still working on the ORV noise control grant.

Dave Michel updated Council that he is moving forward with setting up the swing set in Patterson Park and discussed that he is in need of volunteers and helpers so it can be finished.

Council reviewed Building Permits: There were no building permits.

DiAnne Hewitt motioned to approve payroll checks #102933-102939 in the amount of $3,360.00. Dave Michel seconded; motion carried. Alex Wirt abstained.

DiAnne Hewitt motioned to pay claims checks #19651-19670 in the amount of $41,055.09. Jim Burnside seconded; motion carried.

DiAnne Hewitt moved to adjourn the meeting. Jim Burnside seconded; motion carried.
