CITY OF REPUBLIC Oct. 19, 2009 REGULAR MEETING

Those present: Mayor Pro Tempore Alex Wirt. Council Members: Dave Michel and DiAnne Hewitt.

Guests Present were: Larry Heming, Cliff Couse, Bob Heath, and Brenda Starkey.

Employees Present were: Joy Culp, Casey Giddings, and Bret Roberts.

Mayor Pro Tempore Wirt called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the October 5, 2009 minutes. DiAnne Hewitt moved to approve the October 5, 2009 minutes. Dave Michel seconded, motion carried.

Council reviewed Ordinance 2009-15. Dave Michel motioned to adopt Ordinance 2009-15, Alex Wirt seconded; discussion followed motion carried.

Deputy Clerk Treasurer, Joy Culp informed Council will set Public Hearing dates for Property Taxes for November 2nd and November 16th at 7:00pm. Notice will be put in the newspaper.

Public Works Director Casey Giddings brought up about the lagoon needing repair and cleaning per DOE. Casey talked to Alpine in reference to hiring equipment/operator at $95.00 per hour, no more than two (2) days. Lagoon needs to establish filtration and the dikes are in danger of busting. DiAnne Hewitt motioned; discussion followed; Dave Michel seconded; Alex Wirt amended that motion to hire Alpine at $95.00 per hour for up to 16 hours; DiAnne motioned, Dave Michel seconded; discussion followed; motion carried.

Chief of Police Bret Roberts advised Council that the 3rd position needs to be filled and asked permission to start advertising for the position. Alex motioned to advertise for the position, Dave Michel seconded; discussion followed; motion carried.

Chief Roberts also advised that the Equipment Grant was moving forward, Council advised wants the list of purchases.

Chief Roberts asked to go into Executive session for wage discussion. Council advised wants to wait for all Council members present. Dave Michel made a motion to hold Executive session at the next Council meeting, DiAnne Hewitt seconded; discussion followed. Motion tabled to next meeting.

Cliff Couse updated PDA grant was awarded at $193,000.00 stimulus money, discussion followed.

Ordinance 2009-14 Public Hearing at 7:00 asked for any questions, no one had any Alex advised will wait 5 minutes, still no questions and no public input. DiAnne Hewitt made a motion to adopt Ordinance 2009-14, Dave Michel seconded; discussion followed; motion carried.

Solid Waste Interlocal agreement, County has approved. DiAnne Hewitt made motion to approve Interlocal agreement. Dave Michel seconded; discussion followed; motion carried.

Council reviewed Building Permit 2009-17.

DiAnne Hewitt motioned to approve payroll checks #20723 -20730 in the amount of $3,960.00. Dave Michel seconded; motion carried.

Dave Michel motioned to approve claims checks #20731-20749 in the amount of $51,644.11. DiAnne Hewitt seconded; motion carried.

DiAnne Hewitt moved to adjourn the meeting. Dave Michel seconded; motion carried.
