CITY OF REPUBLIC AUGUST 18, 2008 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Jim Burnside, Dave Michel and Alex Wirt.

Guests Present were: Judy Jeffery, Brenda Starkey, David Heinen, Clifford Cahoon and Bruce McAuley.

Employees Present were: Interim Chief of Police Bret Roberts and Casey Giddings.Mayor Couse called the meeting to order at 6:00 p.m. and went into executive session with City Attorney, Scott DeTro on telephone conference, speaker, for a potential litigation issue, for approximately 30 minutes. Council came out of executive session at 6:30 p.m.

Mayor Couse called for regular meeting session to continue with the pledge of allegiance.

Council reviewed the August 4, 2008 minutes. Alex Wirt moved to approve the August 4, 2008 minutes. Dave Michel seconded; motion carried.

Council reviewed July 2008 Treasurers Report.

Mayor Couse called for a motion to approve Ordinance #2008-05, budget adjustment for 2008 budget. Jim Burnside moved to approve Ordinance #2008-05. Alex Wirt seconded; motion carried.

Mayor Couse called for a motion to approve Ordinance #2008-06, budget adjustment, for prior year 2007 budget. Dave Michel moved to approve Ordinance #2008-06. Jim Burnside seconded; motion carried.

Mayor Couse called for a motion to approve Resolution #2008-09, declaring the Gibraltar Recreation Center building to be surplus. Dave Michel moved to approve Resolution #2008-09. Alex Wirt seconded; motion carried.

Public Works Director, Casey Giddings discussed with Council about the purchase of a trailer to mobilize the generator that was previously purchased to use to operate City Hall in cases of emergency and to do some general maintenance on the generator, such as new muffler and power cord. Alex Wirt moved to approve the purchase of the above stated trailer and equipment not to exceed $750.00. Dave Michel seconded; motion carried. Casey Giddings updated Council that he has contacted a local contractor in regards to an in ground sprinkler system in Patterson Park to get an idea of the cost. The contractor has not gotten back to him.

Mayor Couse discussed with Council about the estimate in the amount of $5,524.52 from Jeff Mauer, Colville Radio Shack for the security video camera system for Patterson Park. Dave Michel moved to approve the expenditure for the camera system. Jim Burnside seconded; motion carried.

Mayor Couse discussed with Council about the Draft City Water Plan that has been completed by Varela & Associates, Inc. and needs to be submitted to the Department of Health for approval. Dave Michel moved to approve Varela & Associates, Inc. sending the Draft City Water Plan to the Department of Health for approval. Alex Wirt seconded; motion carried. Mayor Couse updated Council that USDA Administrators will be here on September 17, 2008 to meet with Mayor and Council member that can attend to view the new Patrol vehicle purchased with the USDA grant that was acquired by the City of Republic’s Police Department.

Interim Chief of Police, Bret Roberts updated Council on the EVOK training he attended in Spokane. While in Spokane he visited with new City Officer Patrick Rainer who is attending the Police Academy, Interim Chief Roberts stated the Officer Rainer is doing very well with his training. Interim Chief Roberts discussed the Chief Administration training, which is a state requirement is coming up November 3 through the 7, 2008 in Richland there is no cost for the training, the cost will be room & food. Alex Wirt moved to approve the training in Richland. Dave Michel seconded; motion carried. Interim Chief Roberts discussed with Council about the Varda alarm and the repairs that are needed to bring it up to code. Dave Michel moved to approve up to $400.00 to repair the Varda alarm. Alex Wirt seconded; motion carried. Interim Chief Roberts discussed with Council the purchase of 2 cases of lithium batteries that are used in different devices that the Police Department utilizes and the purchase of 1 case of radio batteries. Alex Wirt moved the purchase of the batteries. Dave Michel seconded; motion carried. Interim Chief Roberts discussed the purchase of badges and collar brass. Roberts will check into prices and get information back to Council. Interim Chief Roberts discussed possibly attending an Officer funeral in Ellensburg on Friday August 22, 2008 if scheduling permitted. Interim Chief Robert discussed a dead deer in the City limits, the animal was turned over to state biologists for examination they explained they would get word back to Roberts if there was contamination.

Alex Wirt discussed with Council a letter of interest to be appointed to the Civil Service Commission from Kari Beedle. Dave Michel moved to appoint Kari Beedle to the Civil Service Commission. Jim Burnside seconded; motion carried.

Mayor Couse discussed that the next meeting would fall on September 1, 2008, which is Labor Day and a Holiday so the next regular meeting would normally be set for the following day September 2, 2008, however there is a scheduled power outage for that date would Council approve the next regular meeting to be set for September 3, 2008 at 6:30 p.m. Dave Michel moved to schedule the next regular meeting on September 3, 2008. Jim Burnside seconded; motion carried. Mayor Couse state that due to the scheduled power outage that she would like City Hall to be closed on September 2, 2008, employees will be taking a vacation or personal day, and will resume regular business on September 3, 2008 at 8:00 a.m. Alex Wirt moved that City Hall be closed for the scheduled power outage on September 2, 3008 and that employees will use a vacation or personal day. Jim Burnside seconded; motion carried.

Judy Jeffery & Cliff Cahoon have been discussing a property issue with the City Council and new documentation has surfaced and needs to be considered and mapped before an answer or any action is taken. This will be continued to the next regular meeting.

Mayor Couse discussed an email that was received into City Hall regarding a sign that the Oroville Visitor’s Center has in their possession. Jim Burnside will talk to the owner of NAPA, who lives in Oroville and ask if he would mind picking the sign up and bringing it to City Hall.

Alex Wirt discussed with Council that the City of Republic has purchased the Golden Age Club property. The final process of the paperwork will be concluded as soon as the Golden Age Club has removed all of their belongings. Alex Wirt updated Council on the ORV noise monitoring grant. He will be receiving material on noise monitoring equipment.

Dave Michel announced that the swings in Patterson Park have been installed. Mayor Couse stated a “Thank You” Dave. Dave Michel stated a big thank you to all the donations and volunteers that helped to get the project completed. Dave Michel is going to continue to pursue acquiring more donations to help purchase more up to date playground equipment.

Jim Burnside updated Council on the Gibraltar Center and getting bids on the dismantling of the center. Jim Burnside is still working with Randy Cooper on the antique fire trucks.

There was discussion on the dedication to the Sports Complex, and where the signs and monument would be placed. This will be discussed further at the next meeting. At this time the monument with names of persons and businesses that participated in the completion on the complex is not finished and the dedication will be at a later date.

Alex Wirt updated the Council on the historical video, and that he would follow up on it. Discussion followed.

Council reviewed Building Permits: There were no building permits.

Dave Michel motioned to approve payroll checks #102956-102962 in the amount of $3,360.00. Alex Wirt seconded; motion carried.

Jim Burnside motioned to pay claims checks #19694-19710 in the amount of $56,362.31, Check #19693 are consumer deposits/NSF checks/or claims (see budget check register). Dave Michel seconded; motion carried.

Dave Michel moved to adjourn the meeting. Alex Wirt seconded; motion carried.
