CITY OF REPUBLIC Nov. 17, 2009 REGULAR MEETING
Those present: Mayor Pro Tempore Alex Wirt. Council Members: Jim Burnside, Linda Hall and DiAnne Hewitt.
Employees Present were: none.
Guests Present were: Larry Heming, Russ Foster, Loni Simone and Brenda Starkey.
Mayor Pro Tempore Alex Wirt called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Council reviewed the November 2, 2009 minutes. Linda Hall motioned to approve the November 2, 2009 minutes. Dianne Hewitt seconded, motion carried.
Council reviewed the 2009 Treasurer’s Reports.
Clerk Treasurer Margo Sattler informed the Council that the Cash Management software will be installed on Wednesday November 18, 2009 along with training and asked for the City Hall to be closed of Wednesday for the installation and training. Jim Burnside motioned for the City Hall to be closed on Wednesday November 18, 2009 while the installation and training is in process. DiAnne Hewitt seconded; discussion followed, motion carried. Margo asked for Council to set 2 public hearings in December for the 2010 budget. Linda Hall motioned to set December 7 and December 21, 2009 at 7:00 pm for the public hearings for the 2010 budget. Alex Wirt seconded; discussion followed, motion carried. Margo also asked for the City Hall to be closed on Thursday December 24, 2009 for Christmas Eve and Friday December 25, 2009 for Christmas. Jim Burnside motioned to close City Hall at 12:00 pm on Christmas Eve December 24 and closed all day on Christmas December 25, 2009. Alex Wirt seconded; discussion followed, motion carried.
Grant Administrator Linda Hall updated Council on the Comp Plan that is being updated. Linda asked if Council had reviewed the contract reducing her hours from 32 to 24 per week, with retaining her benefits. Alex asked if she had sent it to the City Attorney yet, Linda stated that it had not and she will send it to him. Linda also informed the Council that the bids for the Pine Grove Water Project had been opened and have been sent to the engineers Varela and Associates for review. No answer has been received yet. Alex asked if a representative from Varela and Associates could be present at the December 7, 2009 meeting for any questions. Linda will contact them.
Alex Wirt stated that he attended the Tri-County Health district Emergency Planning Committee meeting on Nov. 12, 2009 and stated that the numbers of Swine Flu cases is going down and that the shots have been working good.
Jim Burnside updated the Council on the Gibraltar Rec Center. Nothing new has been happening. There have been a couple of people that has shown an interest in the building but nothing yet.
Council reviewed Building Permit 2009-19.
Council reviewed letters received into and sent from City Hall.
Mayor Pro Tempore Wirt opened the public hearing for the budget for the property taxes and the EMS District at 7:00 pm. Discussion followed. There being no public comment, Mayor Pro Tempore Wirt closed the public hearing at 7:07 pm.
Linda Hall motioned to approve Resolution #2009-08 for the EMS District. DiAnne Hewitt seconded; discussion followed, motion carried.
DiAnne Hewitt motioned to approve Resolution #2009-09 for the Property Tax Values. Jim Burnside seconded; discussion followed, motion carried.
Jim Burnside motioned to approve payroll checks #20796 -20803 in the amount of $3,960.00. Alex Wirt seconded; motion carried. Linda Hall abstained.
Linda Hall motioned to approve claims checks #20804-20824 in the amount of $25,710.10. Jim Burnside seconded; motion carried.
DiAnne Hewitt motioned to adjourn the meeting. Alex Wirt seconded; motion carried.
