CITY OF REPUBLIC MARCH 16, 2009 REGULAR MEETING
Those present: Mayor Pro Tempore Alex Wirt. Council Members: Jim Burnside, Dave Michel, Linda Hall and DiAnne Hewitt.
Guests Present were: Marc Keith, Arleen Tolliver, Melissa Rose and Brenda Starkey.
Mayor Pro Tempore Alex Wirt called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Council reviewed the March 2, 2009 minutes. Dave Michel motioned to approve the March 2, 2009 minutes. DiAnne Hewitt seconded; motion carried.
Melissa Rose from the WSU Extension office asked Council for financial support of $100.00 for Ferry County Pride Month. Alex Wirt asked her how this would promote the City of Republic, Melissa stated that it promotes Ferry County in which Republic lies. Alex also informed her that in order for her to receive the financial support, she would have to submit paid receipts prior to the Council meetings. Clerk-Treasurer Margo stated that the State of Washington has implemented a new report that all recipients of financial support must be fill out. Linda Hall motioned to approve the financial support of $100.00. Dave Michel seconded, discussion followed; motion carried.
Marc Keith submitted a letter of interest for the PDA board. DiAnne Hewitt motioned to appoint Marc to the PDA board. Linda Hall seconded, discussion followed; motion carried.
Mayor Pro Tempore Alex Wirt opened the public hearing for the remodel of the police department building. Handouts were available for the public. Grant Administrator Linda Hall informed Council that the grants for the Police Department have been approved from the PUD and Rural Development. Melissa Rose asked what all has to be done to the building? Bret Roberts stated that the bathroom has to be ADA approved, wiring and bars on the windows and doors. There being no more public comments, Mayor Pro Tempore Wirt closed the public hearing at 7:00 pm.
Arleen Tolliver from the Chamber of Commerce asked Council for financial support to place an ad in the Recreation Land for $771.50. Council asked if this magazine was the same as Vacation Land. Brenda Starkey stated that it is a different one. DiAnne Hewitt motioned to place an ad in Recreation Land for $771.50. Dave Michel seconded, discussion followed; motion carried.
Council reviewed Ordinance #2009-07, amending Ordinance #2008-10 to have correct 2009 beginning balances. DiAnne Hewitt motioned to approve Ordinance #2009-07. Linda Hall seconded, discussion followed; motion carried.
Council reviewed Resolution #2009-02, expressing support of the efforts to resolve the Nip & Tuck Addition issues. Jim Burnside motion the approve Resolution #2009-02. Dave Michel seconded, discussion followed; motion carried. Alex Wirt abstained.
Clerk Treasurer Margo Sattler updated Council on the new payroll system. Everything is current, correct and up to date. There will be a training session sometime in May; Margo asked if Chris and she could attend the training. The cost is nothing, just mileage and meals. Linda Hall motioned for Chris & Margo to attend the training. Dave Michel seconded, discussion followed; motion carried.
Public Works Director Casey Giddings informed Council of some classes that he needs to attend. DiAnne Hewitt motioned for Casey to attend the classes. Dave Michel seconded, discussion followed; motion carried. Casey also stated that more rock is needed at the West Gate Scenic By-Way at Hesse Park. Casey is going to talk to Kinross about possibility of a donation of the rock.
Grant Administrator Linda Hall asked Council to approve for her to place an RFQ ad in the Republic News Miner for more engineers for the Pine Grove Water project. DiAnne Hewitt motioned for Linda to place the RFQ ad. Dave Michel seconded, discussion followed; motion carried.
Interim Chief of Police Bret Roberts updated on the training session that he attended. Bret stated that it was a good training.
Alex Wirt stated that Mayor Shirley Couse is on vacation for about 30 days and that he had met with Fred Lee and went over the list of City owned property. Alex also stated that it looks like the City will be saving money with Fred as the broker.
Council reviewed all letters received into and sent from City Hall.
Council reviewed Building Permit #2009-03.
Dave Michel motioned to approve payroll checks #20183-20189 in the amount of $3,460.00. Jim Burnside seconded; motion carried. Linda Hall abstained.
Jim Burnside motioned to pay claims checks #20190-20206 in the amount of $18,630.21. DiAnne Hewitt seconded; motion carried.
Linda Hall motioned to adjourn the meeting. Dave Michel seconded; motion carried.
