CITY OF REPUBLIC JUNE 16, 2008 REGULAR MEETING
Those present: Mayor Shirley A. Couse. Council Members: Dave Michel, DiAnne Hewitt and Linda Hall.
Employees present: Casey Giddings, Public Works Director and Bret A. Roberts, Interim Chief of Police.
Guests Present were: David Heinen, Dave Konz, Bruce McAuley, Judy Jeffery, Clifford Cahoon and Brenda Starkey.
Mayor Couse called the meeting to order at 6:30 p.m. with the pledge of allegiance.
Council reviewed the June 2, 2008 minutes. DiAnne Hewitt moved to approve the June 2, 2008 minutes. Dave Michel seconded; motion carried.Council reviewed the May 2088 Treasurer’s Report. David Heinen, Youth Dynamics Director, asked Council for a street closure of Clark Ave. between 6th Street and Delaware Ave. on June 27, 2008, Friday from 7:00 p.m. to 11:00p.m. to hold activities for the young people of our community. Linda Hall asked that the young people not ride bikes or using the skateboards on the sidewalks. Mr. Heinen stated that there would be plenty of adult supervision to see that this didn’t happen. Linda Hall moved to allow the street closure as stated above. Dave Michel seconded: motion carried.
Dave Konz bought in the sign for the L.W. Dragnich Memorial Sports Complex. Council stated that the sign looks very nice. Dave asked when the dedication would be happening and if he could have a 3 week notice for completion. Council stated that they were still waiting for the monument to be completed and would notify him of the date.
Cliff Cahoon stated that Judy Jeffery and he are trying to purchase some property next to Ripple Field. There seems to be a problem with obtaining a deed according to an ordinance. Deputy Clerk-Treasurer Margo Sattler will do some research on this matter.
Council reviewed Resolution #2008-04, setting the rate of pay for employees of the City not set by Ordinance. Dave Michel moved to approve Resolution #2008-04. Linda Hall seconded: motion carried.
Council reviewed the Professional Services Agreement between the City of Republic and W. Scott DeTro. DiAnne Hewitt moved to approve Mayor Couse to sign the agreement. Linda Hall seconded: motion carried.
Council reviewed Resolution #2008-05, approving the Professional Services Agreement between the City of Republic and W. Scott DeTro for Legal Services as City Attorney. Dave Michel seconded: motion carried.
Casey Giddings, Public Works Director, discussed with Council a quote from Wild West Farm & Garden for a weed barrier at Hesse Park. DiAnne Hewitt moved to approve up to $350.00 for the weed barrier. Linda Hall seconded: motion carried.
Linda Hall, Grant Administrator, discussed with Council about the Interlocal Agreement with Ferry County for the Small Works Roster. Dave Michel moved for Mayor Couse to sign the agreement. DiAnne Hewitt seconded: motion carried. Linda also stated that a public hearing needs to be called for July 7, 2008 for the 6-year Street Program. DiAnne Hewitt moved to set July 7, 2008 at 6:45 p.m. as the time and date for the 6-year Street Program public hearing. Dave Michel seconded: motion carried.
Mayor Couse informed Council that she has appointed Bret Roberts as the Interim Chief of Police. Mayor Couse swore in Bret Roberts. Interim Chief of Police Roberts updated Council on Prospector’s week-end. Bret also reported that he has 2 reserves now, John Fredericks and Steve Van Slyke. Mayor Couse asked what was being done about the junk vehicle that was mentioned in a letter from Mr. Bremner. Chief Roberts will check into it.
Mayor Couse stated that she had visited with a gentleman in Colville who had installed camera surveillance equipment at a park in Colville. He will come over to Republic for $200.00 and see what would need to go into Patterson Park. The vandalism is still occurring in the park. DiAnne Hewitt stated that she would like to see moneys spent locally. Council agreed and asked her to contact a local business to see what they can do for the City. She will do that. Linda Hall moved to spend the $200.00 to see what can be done at Patterson Park. DiAnne Hewitt seconded: motion carried.
Items still tabled are the possible OHV Draft Ordinance, the possible Solid Waste Management Plan and the old fire trucks.
DiAnne Hewitt discussed memorials being put in Hesse Park. This will be looked into.
Dave Michel updated Council on the swing set. He was not able to have them in place for Prospector’s week-end and is hoping to get them in place next week.
Council reviewed letters received into and sent from City Hall. Council reviewed Building Permits # 2008-16 & #2008-17. DiAnne Hewitt motioned to approve payroll checks #102911-102927 in the amount of $3,360.00. Dave Michel seconded; motion carried.
DiAnne Hewitt motioned to pay claims checks #19603-19622 in the amount of $28,415.61. Claims checks #19600-19602 for Consumer Deposit refunds/claims. (See warrant register) Dave Michel seconded; motion carried.
Council went into executive session for approximately 50 minutes for a personal issue at 7:50 pm. Council came out of executive session at 8:40 pm.
Dianne Hewitt moved to adjourn the meeting. Dave Michel seconded; motion carried.
