CITY OF REPUBLIC DEC. 15, 2008 REGULAR MEETING

Those present: Mayor Pro Tempore Alex Wirt. Council Members: Linda Hall, Jim Burnside, Dave Michel and DiAnne Hewitt.

Guests Present were: Randy Kinney, Valerie Hester, Ric Sanders, Gary Bryan, Larry Heming, Tim Ries, Bob Bakki, Arleen Tolliver and Brenda Starkey.

Mayor Pro Tempore Alex Wirt called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the December 1, 2008 minutes. Linda Hall motioned to approve the December 1, 2008 minutes with corrections. Jim Burnside seconded; motion carried.

Council reviewed the Deer Ordinance. Dave Michel motioned to table this Ordinance. Jim Burnside seconded; discussion followed; motion carried.

Council reviewed Ordinance #2008-09, budget adjustment for the 2008 budget. Linda Hall motioned to approve Ordinance #2008-09. Dave Michel seconded, discussion followed; motion carried.

Council reviewed Resolution #2008-16 declaring certain property to be surplus specifically 2 antique fire trucks. DiAnne Hewitt motioned to approve Resolution #2008-16. Jim Burnside seconded, discussion followed; motion carried.

Arleen Tolliver from the Republic Chamber of Commerce asked Council if Kean Street by Patterson could be closed for Winterfest. DiAnne Hewitt motioned to close Kean Street by Patterson Park for Winterfest. Jim Burnside seconded, discussion followed; motion carried. Arleen stated that she will confirm the Winterfest date by the next meeting.

Clerk Treasurer, Margo Sattler asked Council for a motion to approve police officer Patrick Rainer’s pay increase form $13.10 to $13.46 per hour, since he has graduated from the academy. This pay increase had been promised to Patrick by Council upon his completion of the academy. Jim Burnside motioned to approve the above stated pay increase. DiAnne Hewitt seconded, discussion followed; motion carried.

Clerk Treasurer, Margo Sattler asked Council for a motion to add the library janitor to the City’s payroll. Jim Burnside motioned to approve the above stated addition to payroll. Linda Hall seconded, discussion followed; motion carried.

Public Works Director, Casey Giddings talked with Council in regard to the petition that was received in regards to snow removal. Casey reminded Council of the snow removal ordinance. Discussion followed. Council agreed that the snow removal ordinance will be enforced.

Mayor Pro Tempore Alex Wirt opened the public hearing for the 2009 Budget at 7:00 pm. Council reviewed the Draft Budget for 2009. Valerie Hester asked Council why money was spent out of Hotel/Motel in 2008 and asked for clarification on two invoices, one to Colville Electronics and one to Berg’s Funeral Home. Clerk Treasurer Margo Sattler explained that Colville Electronics was for the cameras in the park to help with the vandalism and the one to Berg’s Funeral Home was for a monument at the Sports Complex. All monies have been legally used. Mayor Pro Tempore Alex Wirt stated that this public hearing was for the 2009 budget. There being no more comments, Mayor Pro Tempore Alex Wirt closed the public hearing at 7:23 pm.

Council reviewed Ordinance #2008-10, the 2009 Budget. Linda Hall motioned to approve Ordinance #2008-10. Dave Michel seconded, discussion followed; motion carried.

Council reviewed the revised ORV map. Discussion followed. Council tabled the ORV Ordinance until all had reviewed the map.

Council reviewed all letters received into and sent from City Hall.

Jim Burnside motioned to approve payroll checks #103046-103052 in the amount of $3,460.00. Dave Michel seconded; motion carried. Linda Hall abstained.

Jim Burnside motioned to pay claims checks #120034-120072 in the amount of $26,177.87, with checks #20045-20058 voided due to printing error. Dave Michel seconded; motion carried.

Dave Michel motioned to adjourn the meeting. DiAnne Hewitt seconded; motion carried.
