CITY OF REPUBLIC July 6, 2009 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: DiAnne Hewitt, Alex Wirt, Jim Burnside, Dave Michel and Linda Hall.

Guests Present were: Randy Kinney, Larry Heming, Melody Reed, Ashley Graves, Catarina Harmon, Carol Tucker, Linette Richie and Brenda Starkey.

Employees Present were: Casey Giddings and Bret Roberts.

Mayor Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the June 15, 2009 minutes. Dave Michel moved to approve the June 15, 2009 minutes. Linda Hall seconded, motion carried.

Randy Kinney from the Republic Motorcycle Club updated the Council on the motorcycle rally that was held on June 26, 27 & 28, 2009. There were 1167 motorcycles, several hundred more than last year.

Randy stated that next year it will be a 2 day event instead of 3 days and hoping for more motorcycles each year. Randy wanted to thank the Council for their help.

Linette Richie from Career Path Services introduced the two new city employees, Carol Tucker who cleans the library and Melody Reed who cleans the City Hall. Linette also introduced Miss Republic, Catarina Harmon and Miss Republic Princess Ashley Graves. Linette stated that the Republic Chamber of Commerce president told her that they would not be sponsoring Miss Republic in the future, Linette asked the Council to think about the City of Republic being the sponsors. Council will think about it.

Clerk-Treasurer Margo Sattler stated that a new file cabinet will be needed to replace one that had broken. Margo will get prices.

Public Works Director Casey Giddings stated that he needs to purchase a survey level that will cost approximately $350.00. Jim Burnside moved to purchase a survey level. Alex Wirt seconded, discussion followed; motion carried. Casey also asked Council for some more ground steroiment to help with the weeds. DiAnne Hewitt moved to purchase the ground steroiment. Dave Michel seconded, discussion followed; motion carried.

Linda Hall stated that there is a Department of Commerce meeting in Spokane on July 16 and she would like to attend. Jim Burnside moved for Linda to attend the meeting. Dave Michel seconded, discussion followed; motion carried. Linda also stated that she is in need of a new printer. Dave Michel moved for Linda to purchase a new printer up to $600.00. Alex Wirt seconded, discussion followed; motion carried.

Interim Chief of Police Bret Roberts gave Council a purchase order for car soap and coffee for up at the sheriff’s office. Alex Wirt moved for Bret to purchase car soap and coffee. DiAnne Hewitt seconded, discussion followed; motion carried. Bret updated the Council on a weapons request to the Department of Defense and he will get one rifle. Bret stated that he is still working on the park cameras. Bret also updated Council on the Stonegarden grant, the City will receive $140,000.00 that will have to go through the County. Mayor Couse stated that she would like to have an agreement with the County in regards to this money. Margo Sattler will contact the attorney about this issue.

Alex Wirt stated that he has given Brad Miller, County Commissioner, a revised version of the Interlocal Agreement for the Criminal Justice. No word had been received back on it.

DiAnne Hewitt updated the Council on the deer issue. She stated that the mule deer foundation may help with the trapping and transporting.

Jim Burnside updated the Council on the salvage of the Gibraltar Rec Center.

Linda Hall stated that the JW Slagle Park sign needs to be repainted.

Alex Wirt motioned to approve payroll checks #20452 -20468 in the amount of $32,281.54. Dave Michel seconded; motion carried. Linda Hall abstained.

Dave Michel motioned to approve claims checks #20469 – 20499 in the amount of $23,203.73, with checks #20496 voided due to printing error. Alex Wirt seconded; motion carried.

Alex Wirt moved to adjourn the meeting. Linda Hall seconded; motion carried.
