CITY OF REPUBLIC APRIL 6, 2009 REGULAR MEETING
Those present: Mayor Shirley A. Couse. Council Members: Jim Burnside, Dave Michel, Alex Wirt and DiAnne Hewitt.
Guests Present were: Sandy Dotts, Dana Base, Linda Mycek, Loni Simone, Russ Foster, Daniel Shamion, James Wutzke, Cliff Couse and Brenda Starkey.
Mayor Shirley A. Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Council reviewed the March 16, 2009 minutes. Dave Michel motioned to approve the March 2, 2009 minutes. Jim Burnside seconded; motion carried.
Linda Mycek spoke with Council about wanting to start a Farmer’s Market in Republic. She discussed different ways that she wants to proceed with her venture.
Dana Base from the Department of Fish and Wildlife spoke with Council about the letter that his department had received from DiAnne Hewitt in regards to the deer problem that the City is having. Dana turned over the presentation on the deer problem to his associate Sandy Dotts. Sandy stated that she was willing to help the City with this issue. DiAnne Hewitt will take the lead in this project with Dave Michel will help.
Daniel Shamion stated that on behalf of the Jehovah Witnesses, who had purchased the property out toward the school, would like to have the City’s easement removed from the property. Alex Wirt stated that removing the existing easement would not be a practical solution but relocating the easement would be better. Mr. Shamion stated that would be fine. Clerk-Treasurer Margo Sattler stated that any and all costs involved would be at their expense.
Public Works Director Casey Giddings updated Council on the rock for Hesse Park, it is going to cost more than expected and perhaps he could talk to Kinross about donating. Council stated that he should send a letter of request. The Fire Department will start washing the streets, but no start date has been set.
Mayor Couse read some notes from Linda Hall asking for Dave Michel, Alex Wirt and Jim Burnside to do the interviews for the RFQ’s for engineers. Dave, Alex and Jim stated that would not be a problem. Linda also asked Council to paint the chambers; she has someone that will paint it for $200.00. Council will think about it.
Interim Chief of Police Bret Roberts updated Council on grants for the Police Department. Bret asked Council to pay for dry cleaning of 2 of his personal dress suits that he uses for court. Alex Wirt motioned to pay for the dry cleaning. Dave Michel seconded, discussion followed; motion carried. Bret also stated that the cameras in the park are in need of maintenance. Council told him to handle it.
Council reviewed the March Cash Ins & Outs.
Mayor Couse turned the meeting over to Mayor Pro Tempore Alex Wirt and left the meeting at 7:50 pm.
Alex Wirt updated Council on the temporary Solid Waste agreement with Ferry County. It will end on April 17, 2009. Cliff Couse told Council of different prices for hauling to other locations. Discussion followed.
Alex Wirt updated Council on the changing of the flags ceremony and certification of appreciation that was presented to Fred Bremner.
Council reviewed all letters received into and sent from City Hall.
Council reviewed Building Permit #2009-04.
Dave Michel motioned to approve payroll checks #20207-20222 with check #20222 voided due to printing error, checks #20248 & 20249 reprinted, in the amount of $31,718.93. Jim Burnside seconded; motion carried.
Jim Burnside motioned to pay claims checks #20223-20247 in the amount of $12,758.48. Dave Michel seconded; motion carried.
DiAnne Hewitt motioned to adjourn the meeting. Dave Michel seconded; motion carried.
