CITY OF REPUBLIC JAN. 5, 2009 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Linda Hall, Jim Burnside, Dave Michel and Alex Wirt. Guests Present were: Russ Foster, Loni Simone and Brenda Starkey.

Mayor Shirley A. Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the December 15, 2008 minutes. Linda Hall motioned to approve the December 15, 2008 minutes. Dave Michel seconded; motion carried.

Mayor Couse stated that she was going to revise the agenda. Items #5 & # 8 will be in executive session. Council reviewed Ordinance #2009-01, setting the maximum salary for appointed officials. Dave Michel motioned to approve Ordinance #2009-01. Alex Wirt seconded, discussion followed; motion carried.

Council reviewed Resolution #2009-01, setting the rate of pay for employees not set by Ordinance. Dave Michel motioned to approve Resolution #2009-01, with corrections. Jim Burnside seconded, discussion followed; motion carried. Russ Foster stated that he wanted to say that the Public Works Department has been doing an excellent job in plowing and keeping the snow removed.

Clerk Treasurer, Margo Sattler asked Council for a motion to change the next regular Council meeting from January 19, 2009 due to the holiday. Alex Wirt motioned to change the next Council meeting from January 19, 2009 to January 21, 2009. Jim Burnside seconded, discussion followed; motion carried.

Council reviewed the 2009 supply list for the City Hall, Grant Administrator and the Police Department. Alex Wirt motioned to approve the 2009 supply list. Jim Burnside seconded, discussion followed; motion carried.

Clerk Treasurer, Margo Sattler updated on the heating unit in the City Hall. The thermostat had to be replaced by Nathan Davis of All-Trade Construction. Margo stated that she discussed with Nathan about a new cost efficient unit for the City Hall. Nathan will be submitting a couple of different proposals for Council to review.

Grant Administrator Linda Hall updated Council on the Pavement Preservation project that will begin in the spring. The contracts from Basin Asphalt have been received. Dave Michel motioned for Mayor Couse to sign the contracts. Jim Burnside seconded; discussion followed; motion carried. Linda also updated Council on the extension of the grant for the I & I Study for the lagoon.

Mayor Couse informed Council that Rob Slagle had approached her for a letter from the Mayor and Council in support of the upcoming school levy. Council agreed to have a letter of support put in the newspaper.

Interim Chief of Police Bret Roberts asked Council for approval to purchase three (3) new safety vests for the police department. Linda Hall motioned to approve the purchase of three (3) new safety vests for the police department. Dave Michel seconded, discussion followed; motion carried. Bret updated Council on the snowmobile races for Winterfest on January 10 & 11. Jim Burnside motioned for the City of Republic to authorize the use of City streets for snowmobiles on January 10 & 11 from 7:00 am to 10:00 pm for both days. Alex Wirt seconded, discussion followed; motion carried.

Alex Wirt updated Council that all of the History of Republic DVD’s have been sold. Alex asked Council if they wanted to purchase more. Alex will find out if the prices have changed.

Jim Burnside updated Council on the revised ORV map. Discussion followed and was tabled. Council reviewed all letters received into and sent from City Hall.

Council reviewed a letter that has been prepared to the concern citizens regarding the use of Hotel/Motel monies. Alex Wirt motioned for the Mayor and Council to sign the letter which will be mailed to everyone on the list. Dave Michel seconded, discussion followed; motion carried.

Council reviewed the Committee Assignments. There will be no changes on the Committees. Linda Hall motioned for Alex Wirt to remain as Mayor Pro Tempore. Jim Burnside seconded, discussion followed; motion carried. Alex Wirt abstained.

Council went into executive session for approximately 15 minutes at 7:45 pm to discuss a contract issue. Council came out of executive session at 8:00 pm. Council went back into executive session at 8:00 pm for the same issue of a contract for an additional 5 minutes. Council came out of executive session at 8:05 pm.

Mayor Couse turned the meeting over to Mayor Pro Tempore Wirt and left the meeting at 8:06 pm.

Council went into executive session to discuss a contract issue for approximately 15 minutes at 8:07 pm. Council came out of executive session at 8:25 pm.

Dave Michel motioned to approve payroll checks #103053-103068 in the amount of $35,190.93, with checks #103063& 103068 voided due to printing error. Jim Burnside seconded; motion carried. Linda Hall abstained.

Jim Burnside motioned to pay claims checks #120073-120095 in the amount of $12,382.71. Dave Michel seconded; motion carried.

Jim Burnside motioned to adjourn the meeting. Dave Michel seconded; motion carried. Meeting adjourned at 8:30 p.m.
