CITY OF REPUBLIC NOV. 03, 2008 REGULAR MEETING
Those present: Mayor Pro Tempore Alex Wirt. Council Members: Linda Hall, Jim Burnside, Dave Michel, and DiAnne Hewitt.
Guests Present were: Brenda Starkey, Loni Simone, Russ Foster, Linette Richie and Betty Buckley. Mayor Pro Tempore Alex Wirt called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Council reviewed the October 20, 2008 minutes. Dianne Hewitt motioned to approve the October 20, 2008 minutes. Dave Michel seconded; motion carried.
Linette Richie of Career Path Services updated Council on the janitorial services for the Library that had been previously paid through Ferry County Developmental Disabled. Ferry County Developmental Disabled and Career Path Services have merged and are no longer with Ferry County. Currently, the City of Republic pays for one (1) person at minimum wage for 25 hours maximum per month. If the City is to remain with the program, they will have to put the person on the City’s payroll.
Mayor Pro Tempore Alex Wirt opened the public hearing for the Pine Grove Water Consolidation Project at 6:45 pm for public comments. Alex stated that CDBG handouts are available at the door for anyone that is interested. There being no public comments, Mayor Pro Tempore closed the meeting at 6:50 pm.
Council reviewed Resolution #2008-13, setting the time and place for the public hearing. DiAnne Hewitt motioned to approve Resolution #2008-13. Dave Michel seconded, discussion followed; motion carried.
Council reviewed Resolution #2008-14, a Community Development Block Grant General Purpose Program with Certifications of Compliance. Dave Michel motioned to approve Resolution #2008-14. DiAnne Hewitt seconded, discussion followed; motion carried.Linette Richie continued with the update for Council on the Library janitorial services. Mayor Pro Tempore asked if she would be available to come back to the November 17, 2008 meeting to discuss this further. Linette will be returning.
Mayor Pro Tempore Alex Wirt opened the public hearing for the Property Tax Values and EMS Funding at 7:00 pm. There being no public comments, Mayor Pro Tempore closed the meeting at 7:05 pm.
Clerk Treasurer Margo Sattler asked Council if the City Hall could be closed for ½ day on December 24 and closed for the whole day on December 26, 2008. Dave Michel motioned for the City Hall to be closed all day on December 24 and December 26, 2008. DiAnne Hewitt seconded, discussion followed; motion carried.
Linda Hall asked for Council to purchase 2009 City of Republic calendars for approximately $250.00. Jim Burnside motioned to purchase 2009 City of Republic calendars. DiAnne Hewitt seconded, discussion followed; motioned carried.
Council reviewed letters received into and sent from City Hall.
Mayor Pro Tempore read a letter of thanks from Ferry County Sheriff Pete Warner for Interim Chief of Police Bret Roberts’ involvement in the incident on Art Creek.
Council reviewed the 2 bids received for the Winter Sand. DiAnne Hewitt motioned to accept the bid from Alpine Concrete and Excavating because Stotts Construction’s bid did not conform to the bid requirements that were specified in the Call for Bids. Dave Michel seconded, discussion followed; motion carried.
Betty Buckley from Shop the Frontier updated the Council on Travel the Frontier.
Jim Burnside motioned to approve payroll checks #103009-103023 in the amount of $30,699.90. Alex Wirt seconded; motion carried. Linda Hall abstained.
Jim Burnside motioned to pay claims checks #19966-19984 in the amount of $11,619.89. Linda Hall seconded; motion carried.
Linda Hall motioned to adjourn the meeting. Dave Michel seconded; motion carried.
