CITY OF REPUBLIC MARCH 2, 2009 REGULAR MEETING

Those present: Mayor Shirley A. Couse. Council Members: Jim Burnside, Alex Wirt, Linda Hall and DiAnne Hewitt.

Guests Present were: Doris Bacon, Grant Tolton and Brenda Starkey.

Mayor Shirley Couse called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Council reviewed the February 17, 2009 minutes. Alex Wirt motioned to approve the February 17, 2009 minutes. Linda Hall seconded; motion carried.

Grant Administrator Linda Hall informed Council that the grants for the Police Department have been submitted to the PUD and Rural Development.

Brenda Starkey asked Council for financial support to place an ad in Vacation Land with a price reduction. Alex Wirt motioned to place an ad in Vacation Land for $661.50. Jim Burnside seconded, discussion followed; motion carried.

Grant Tolton updated Council on the Nip & Tuck Addition that he has been working on. Discussion followed. DiAnne Hewitt motioned to create a resolution for City support on this issue. Jim Burnside seconded, discussion followed; motion carried. Alex Wirt abstained.

Mayor Couse updated Council on the AWC Legislative conference that she and Linda Hall attended. Currently there is a bill that would allow small cities to burn yard waste in the fall, however it is not moving out of committee and that a bio-mass plant may be coming to this area.

Mayor Couse informed Council that Alex Wirt had spoken to her about increasing the Deputy Clerk’s hours from 4 to 6 hours per day. She has no problem with the hour increase as long as there is money in the budget. A budget adjustment will be made.

Mayor Couse left the meeting at 7:25 pm while Council discussed a solid waste issue. Mayor Couse returned to the meeting at 7:30 pm.

Linda Hall informed Council that she had received a complaint on feral cats that are being fed by a family on Keller Street and the cats are defecating around and on top of the college building. Council reviewed and determined that there is no current ordinance in place that would apply to curtail the feeding of stray/feral cats and a new ordinance may have to be addressed in regards to this issue. Council directed Linda to contact the Health Department on this issue.

Council reviewed a letter from City Attorney, Scot DeTro in regards to amending Ordinance #2009-03, which pertains to a portion of Newton Street being vacated. Council reviewed Ordinance #2009-05, amending Ordinance #2009-03 due to an addition error. Linda Hall motioned to approve Ordinance #2009-05. Alex Wirt seconded, discussion followed; motion carried.

Council reviewed Ordinance #2009-06, access controls standards. Alex Wirt motioned to approve Ordinance #2009-06. Jim Burnside seconded, discussion followed; motion carried.

Council discussed a letter received from Fred Lee of Associated Independent Agencies, Inc. to be the City of Republic’s broker of record to act as the city’s representative on the insurance policy. Alex Wirt motioned to change the city’s representative as stated above. Linda Hall seconded, discussion followed; motion carried.

Council reviewed a letter of interest for the PDA board, received from Llois Copelan. DiAnne Hewitt motioned to appoint Llois to the PDA Board. Alex Wirt seconded, discussion followed; motion carried.

Alex Wirt informed Council that the additional History of Republic DVD’s have arrived.

Council reviewed the financial request from the RRVCB for an ad in Vacation Land. DiAnne Hewitt motioned to approve up to $320.00 for the ad. Linda Hall seconded, discussion followed; motion carried.

Council reviewed all letters received into and sent from City Hall.

Alex Wirt motioned to approve payroll checks #103120-103136 in the amount of $28,426.09. Jim Burnside seconded; motion carried.

Alex Wirt motioned to pay claims checks #120164-120182 in the amount of $8,867.58. Jim Burnside seconded; motion carried. Linda Hall motioned to adjourn the meeting. Jim Burnside seconded; motion carried.
